Notes:

This guy’s name is Berlinghoff Rasmussen.
He says he’s a history professor from the future and acts like he’s there to observe a historic event.
Geordi makes a joke AND people laugh.
There is a climate disaster happening on a planet…
…so they shoot it and things get better.
Berli (I assume that’s his nickname) has everybody fill out some futuristic paperwork.
Why is it so fun to see the crew annoyed?
He hits on Crusher. I expected more professional behavior from somebody native to the 26th century.
Rasmussen isn’t helping his “I won’t interfere!” case by constantly commenting on what’s going on with the planet in ominous ways.
The Ras-man sneaks a tricorder into his pocket!
Even when Picard breaks the Prime Directive, he’s usually pretty grumbly about it, and is often backed into a corner before doing so. Now that he’s on the other end of a similar rule, he puts forth some pretty good arguments for when the Prime Directive should not be applied.
They shoot the planet some more
They suck up all the… cold? …or something?
We’re at minute 38 of the episode, so the plan worked!
Anyway back to this guy. The jig is up, buddy. You aren’t from the future.
The interior of his ship is covered in prism stickers.
His ship was on a time-travel-timer, so he’s stuck in the 24th century forever lol
